At first glance, i nearly said water vole but it's too big....
 
Ben - do you know what part of the country this picture was taken?
I would agree with Mark that Beaver is possible, but depends on where you saw it.
 
Other possibilities are always Otter or Mink of course.
 
Will show your picture to my other colleagues, and see what they think. Will post later if they can come up with a more accurate answer....
